In financial trouble, Waldeck-Pyrmont concluded an administrative agreement with Prussia in 1867, according to which the Prussian king nominally ran the affairs of state of the small state. The agreement overrode the constitution of 1852. In the Weimar Republic, too, the aforementioned laws, with minor adjustments, formed the constitutional law. A democratic constitutional draft failed - the provisional solution became permanent.
Along these legal sources, the work attempts to make the constitutional law of the small German state tangible to the reader in three self-contained units (1852 to 1867, 1867 to 1918, from 1918 onwards).
Im Jahr 1920 lebten ca. 0,1 % der Einwohner des Deutschen Reiches in Waldeck-Pyrmont. Die Kleinstaatlichkeit produzierte eine Vielzahl von interessanten Besonderheiten:
In finanzieller Not schloss Waldeck-Pyrmont im Jahr 1867 ein Verwaltungsabkommen mit Preußen, wonach nominell der preußische König die Regierungsgeschäfte des Kleinstaates führte. Das Abkommen überlagerte dabei die Verfassung von 1852. Auch in der Weimarer Republik bildeten die genannten Gesetze mit kleinen Anpassungen das Staatsrecht. Ein demokratischer Verfassungsentwurf scheiterte – das Provisorium wurde zur Dauerlösung.
Entlang dieser Rechtsquellen versucht die Arbeit in drei in sich geschlossenen Sinneinheiten (1852 bis 1867, 1867 bis 1918, ab 1918) dem Leser das Staatsrecht des deutschen Kleinstaates greifbar zu machen.
