This work addresses the implementation of the staff recruitment surcharge (“Personalgewinnungszuschlag”) according to para. 43 of the Federal Civil Service Remuneration Act (“Bundesbesoldungsgesetz”; BBesG) in order to illustrate challenges and possible solutions to the recruitment of next-generation employees in civil service. Following a comprehensive analysis of the available specialists and competitiveness of civil service, the design of the staff recruitment surcharge as a novelty in salary law is a central topic of the work. In addition, the question arises whether the staff recruitment surcharge really solves recruitment difficulties at a state level. The empirical investigation conducted for this purpose provides answers.

The work offers an overview on the possible applications of the surcharge and is addressed to scientists as well as practitioners. It constitutes the first monographic investigation of the surcharge.
