The events of September 11th, 2001 have triggered a long-standing security debate in Germany and have revived doubts about the rationality of the established principles of proportionality and balancing. In the United Kingdom, on the other hand, the attacks have put to the test the human rights act and have boosted human rights doctrine and jurisprudence. In his comparative work, the author examines, on the basis of the consideration of freedom and security, which lessons can be learned from the British application of human rights since 9/11 for the German security debate and for the application of fundamental rights under German Basic Law.
