englischMost problems of the Eurozone raise the question how much solidarity between its members is allowed, appropriate or demanded by law, and thus concern the relation between solidarity and responsibility. The book discusses the causes of and the reasons for the financial and sovereign debt crisis, the foundations of solidarity in general and in the Union particularly, the rules for fiscal policy and the admissibility of (permanent) “assistance” by other Members, the measures of the ECB regarding money-creation, interest rates, purchase of sovereign bonds (OMT and EAP-programmes), further sovereign default, haircut and exit from the Monetary Union. Finally, some measures that would realise “more solidarity” are considered, namely a “European Jobseekers Insurance”, Union taxes, a system of transfers between Member States, and Eurobonds.

The book carries on and deepens the legal discussion without neglecting economic aspects. The author is professor of Labour Law and Social Law at the University of Vienna and works as well on issues of economic law.
