This book analyses the tension between the state and secrets historically and systematically against the backdrop of the fight between public and secret power. After its introduction, it deals with the tendency of power to be either visible or invisible. The next part describes the disclosure of power within the modern state, while the following part addresses the relationship between secrets and the state in a democracy. The concluding part shows the state’s current struggle to keep its power (in)visible.
