englischWhat is UNESCO's contribution to internet governance with its concepts of the information and knowledge societies, and is this activity relevant under international law? This study evaluates selected UNESCO instruments from a human rights perspective and examines them on the basis of innovative approaches to the legal scope of governance phenomena. It also addresses the question of guaranteeing legitimacy and the rule of law in the application of non-legally binding and non-legal instruments in internet governance. This study is essentially oriented towards international law, but its conceptual foundations are supplemented by the approaches of governance research and thus also offer an interdisciplinary perspective.
