englischThis study is the first detailed analysis of the legislative processes regarding the German Renewable Energy Acts 2014 (EEG 2014) and 2017 (EEG 2017) from a scientific perspective. Based on expert interviews, a media analysis and a document analysis, the change from feed-in tarrifs to a tendering model is analysed. The results show that besides the EU state aid law, domestic politics played an important role. In this context, the influence of the federal states is analysed systematically, as well as the division of competences between the federal ministries.
