englischSince 2001 the Federal Ministry of Research and Education (BMBF) and the German Academic Exchange Services (DAAD) have provided support for German universities in order for them to establish transnational education abroad. Recently, bilateral universities came into being, among them the German-Jordanian University, the Vietnamese-German University and the Turkish-German University. To date, little is known about how bilateral higher education institutions were established and how, for instance, political actors are interacting to facilitate the development of bilateral universities. This political science study is based on data collected through qualitative interviews and which are subsequently analysed using the approach of actor-centred institutionalism. The data support the finding that during the process in which the aforementioned institutions were founded interaction between actors occurred that may have a lasting and often ambivalent influence on the development of each institution.
