englischThe new EU procurement directive has to be implemented by the member states until 2016. The essential goal of the reform is to strengthen social interests in the context of awarding public contracts. The main player in order to foster social rights was the European Parliament. The directive provides some compulsory requests. However, in first line the directive offers new margin to the member states. They are allowed to enforce social concerns instead of the core price. Fulfilling the aim of Strategical Procurement lies in the responsibility of the national legislator.
