Global environmental challenges and society’s demand for sustainable economic activity are bringing public procurement to the forefront of reform debates. Using a functional comparison with US law, this dissertation shows how public procurement law can be used as a strategic instrument for sustainable procurement. It focuses on three fields of action: the determination of environmentally friendly procurement items; the integration of environmental aspects into the procurement process; and the enforcement of environmental obligations through procurement-law mechanisms. The result is a set of concrete reform proposals that outline how the defined policy objectives can be achieved through incentives tailored to the relevant actors.
