Aktuelle Gesetzgebungsprozesse im Bereich Arbeit und Soziales weisen bei genauerer Betrachtung gravierende Unterschiede im Prozessverlauf auf, wenn es um die Rolle von Akteuren aus dem Bundestag und dem zuständigen Ministerium, die Einbeziehung von Verbänden und Sachverständigen aus der Wissenschaft, die mediale Begleitung sowie die parlamentarische Auseinandersetzung geht. Auf Grundlage von Fallstudien zur arbeitsmarktpolitischen Instrumentenreform, zur Regelbedarfsermittlung und gleichzeitigen Einführung des Bildungs- und Teilhabepakets sowie zur Einführung des gesetzlichen Mindestlohns werden Unterschiede der Politikformulierung auf die unterschiedliche Bedeutung von Wissen zurückgeführt. Als Erklärung dominanter Interaktionsmuster, die in verschiedener Weise von kognitiven und normativen Wissensbeständen geprägt werden, wird die Relevanz der Zielgruppen der jeweiligen Policy sowie der Reichweite des Policy-Wandels herausgearbeitet.
englischCurrent legislative processes in the field of labour and social affairs show considerable differences during the course of the process. This applies to the role of actors from the Bundestag, parties and the responsible ministry, the inclusion of associations and experts from the scientific community, the media coverage and the shape of parliamentary debates. Based on case studies on the reform of the labour market policy instruments, the determination of unemployment benefit and the introduction of the education and participation package as well as the introduction of the minimum wage differences of policy formulation are analysed. Dominant interaction patterns which are characterised by cognitive and normative knowledge stocks are identified. As an explanation of these patterns, the relevance of target groups and the kind of policy change are investigated.
