Der Sammelband bietet eine aktuelle vergleichende Analyse der Minderheitenstandards sowohl auf der Ebene der südosteuropäischen Staaten als auch auf europäischer Ebene. Im Mittelpunkt der Untersuchung steht die Frage, wie der Minderheitenschutz zu politischer und regionaler Stabilität sowie zum Aufbau demokratischer Institutionen in den Ländern des Westbalkans beiträgt. Ferner wird analysiert, inwiefern die Aussicht auf europäische Integration und EU-Konditionalität bezüglich des Minderheitenschutzes zur Regimestabilität und demokratischen Konsolidierung der Staaten in Südosteuropa beiträgt. Hieraus wiederum können europäische Standards des Minderheitenschutzes identifiziert werden. Des Weiteren wird in diesem Werk untersucht, ob der Minderheitenschutz als ein strukturelles Prinzip oder als Konditionalitätsvoraussetzung für den Beitritt zur EU im Monitoringprozess einheitlich angewendet wird.
englischThis publication on European Integration and its Effects on Minority Protection in the Western Balkan Countries represents a comparative and up-to-date analysis of minority standards at a level of South-East European countries as well as at European level. It primarily offers an answer on the question how minority protection contributes to political as well as regional stability and to democratic institution-building in the Western Balkan countries. Furthermore, it attempts to report whether the prospect of European integration and the EU conditionality of minority protection contributed to regime stability and democratic consolidation of the countries. Therefore, the publication seeks to identify developing common European standard of minority protection as possible substantive principle of the EU. Furthermore, it analyses if minority protection as a structural principle or conditionality requirement for EU accession is a comprehensively applied in the monitoring activities of the EU.
