englischBased on extensive public administration and administrative law analyses, this book deals with the administration of migration and integration at federal, state and municipal level. It examines the individual levels of the federal state in terms of the essential administrative tasks relating to asylum and integration. This analysis is supplemented by the cross-sectional issues of data management and administrative jurisdiction. On this basis, the study formulates optimisation proposals for better allocation and performance of tasks in the fields of migration and integration in the federal state. Its reorganisation proposals are based on the aim of reducing unnecessary overlaps, avoiding the duplication of work, speeding up administrative procedures (without loss of quality) and, where necessary, strengthening cooperation. Subsequently, it reviews central organisational or procedural proposals in terms of their capacity to be implemented legally or their constitutional stability.
Auf Basis umfangreicher verwaltungswissenschaftlicher und verwaltungsrechtlicher Analysen widmet sich der vorliegende Band der Migrations- und Integrationsverwaltung von Bund, Ländern und Kommunen. Die einzelnen Ebenen im Bundesstaat werden fokussiert auf wesentliche Aufgabenwahrnehmungen im Bereich Asyl und Integration und ergänzend um die Querschnittsthemen Datenmanagement und Verwaltungsgerichtsbarkeit untersucht. Auf dieser Basis werden Optimierungsvorschläge für eine bessere Aufgabenverteilung und Aufgabenwahrnehmung im Bereich Migration und Integration im Bundesstaat entworfen. Die Neuordnungsvorschläge orientieren sich an dem Ziel unnötige Schnittstellen abzubauen, Doppelarbeiten zu vermeiden, Verwaltungsverfahren (ohne Qualitätsverluste) zu beschleunigen und, da wo nötig, Kooperation zu verstärken. Anschließend werden zentrale Organisations- oder Verfahrensvorschläge hinsichtlich ihrer rechtlichen Umsetzungsfähigkeit bzw. Verfassungsfestigkeit überprüft.
