englischIs direct democracy a panacea for the deficiencies of modern democracies? The cross-national comparison of the municipal levels in Switzerland (Aargau) and Germany (Baden-Württemberg) takes up this question and discusses the strengths and weaknesses of direct democratic participation from different perspectives. In addition to the definition and analysis of direct democracy and its basic preliminaries, further legal and political aspects are debated. As the positive effects of direct democracy for the input legitimacy of the political system are widely undisputed, the analytical focus lies on the potential adverse consequences for the output legitimacy.
The work builds on methodological considerations of Sabine Jung (2001) and uses inter alia Tsebelis’ veto player theory. The findings allow general predictions in case that the implementation of direct democracy spreads beyond the Swiss border.
Ist direkte Demokratie ein Allheilmittel für die Gebrechen moderner Demokratien? Der länderübergreifende Vergleich der kommunalen Ebenen der Schweiz (Aargau) und Deutschlands (Baden-Württemberg) knüpft an diese Frage an und zeigt Stärken und Schwächen direktdemokratischer Partizipation in unterschiedlichen Ausbaustufen auf. Neben Definition und Analyse direkter Demokratie und ihrer optimalen Rahmenbedingungen werden interdisziplinär wirtschaftliche, rechtliche und politische Aspekte untersucht. Da die positiven Effekte direkter Demokratie für die Input-Legitimation des politischen Systems überwiegend unbestritten sind, wird gefragt, ob diese durch negative Auswirkungen bei der Output-Legitimation wieder aufgezehrt werden.
Die Arbeit baut methodisch auf Überlegungen von Sabine Jung (2001: Die Logik direkter Demokratie) auf und nutzt unter anderem das Vetospieler-Theorem von George Tsebelis. Die Befunde erlauben allgemeine Prognosen für den Fall der Ausweitung direkter Demokratie.
