englischStricter rules lead to new forms of avoidance—this is the conclusion of this doctoral thesis. The author investigates the coordination of economic policies (Articles 121 and 126 of the TFEU). She focuses on the ‘Six-Pack’, ‘Two-Pack’ and the Fiscal Compact, which were adopted to strengthen the Stability and Growth Pact. For one thing, the new rules consolidate the supranational character of the coordination of economic policies. For another, the reforms can be characterised as contradictory: On the one hand, a secondary law that infringes the primary law was adopted. Also, the content of the Fiscal Compact should have been regulated by European Union law, not by international law. This has also led to overlapping regulations. On the other hand, norms and practices that weaken the consistent application of the rules have not been abolished and have even been extended. This contradiction can have negative impacts on the effectiveness of the regulations.
