englischThe regulation and implementation of occupational health and safety standards is one of the core tasks of the welfare state. However, the Europeanisation and globalisation of society and law have led to a transformation of statehood. Social norm building and enforcement are often assigned by transnational private or hybrid (private-state) actor constellations instead of the states themselves. In Europe, and especially in the area of occupational safety and health, so-called "transnational social dialogues" are becoming increasingly important. By means of a comprehensive document analysis, various expert interviews, three case studies and juridical diffusion analyses, the author examines transnational social dialogues norm building and norm enforcing results with regard to their contributions to the European occupational health and safety regulation, comparing them with the requirements of the European welfare state standard.
