englischA few years ago a debate started about water prices in Germany. Those who argued, that the prices are too high, underlined the need for a rigorous control. At this time the anti-monopoly rules of the German antitrust law were pulled into the center of the discussion.

The book describes the complex structures of the calculation and control of water prices in Germany. Afterwards the author discusses the legal possibilities and limitations of control by the German antitrust agencies.

The public water supply is mostly organized by the local authorities. On the one hand there are bindings for them. On the other hand they have guaranteed legal spaces in the German Constitution (Art. 28 Abs. 2 GG) for their pricing. That is why one key aspect of the dissertation is the analyzation, how the German antitrust agencies have to consider these legal requirements during their control activities.
