englischThe federal states are among the pioneers in German climate protection legislation. Even before the Federal Climate Protection Act, various Länder, in particular North Rhine-Westphalia and Baden-Württemberg, have enshrined targets for the reduction of greenhouse gas emissions in law. In addition, they have adapted their planning laws to help implement climate protection-relevant projects in spatial planning. The author compares various state climate protection laws and examines their constitutionality in particular. Following on from this, the legal effects of the laws are explained in the context of constitutional and federal law.
