englischThe Federal Republic of Germany is dependent on the import of mineral resources. The extraction of these raw materials often occurs in countries which rarely benefit from their own natural resources. Due to rising commodity prices, more intense competition for resources and new geopolitical challenges, the German government adopted a commodities strategy in 2010. This strategy declares a secure supply of raw materials as a key goal of German foreign relations. Consequently, resource policy objectives are integrated into foreign, economic and development policies. This raises questions about the origins, design and implementation of this inter-ministerial policy approach.

The analysis of the coherence (consistency) of this raw material policy provides new insights into the institutional context of decision-making and existing coordination problems that are increasingly challenging the established structures of compartmentalised policy areas in a globalised world.
