englischThe rapid rise of grid charges in recent years has sparked controversy over the distribution of these costs. Germany’s energy transition requires massive investments in the country’s grid, which are born by electricity consumers. The allocation and distribution of these costs is subject to the regulatory pricing method for grid charges of the Stromnetzentgeltverordnung (StromNEV).
The book examines whether the current system of electric grid charges can still provide modern and fair prices. The study shows great need for reform. Vertical and horizontal cost allocation, the circle of users liable to pay those charges as well as the pricing methods and tariff structures of the StromNEV are examined.
Mit Ansteigen der Netzkosten stellt sich in zunehmendem Maße die Frage nach der Verteilung dieser Lasten. Die Energiewende sorgt im Netz für regionale und anschlussbezogene Verteilungseffekte, welche teils erhebliche Mehrbelastungen für die Netznutzer begründen. Die Zuordnung und Verteilung dieser Kosten ist Gegenstand der Netzentgeltsystematik der Stromnetzentgeltverordnung (StromNEV).
Die Arbeit geht der Frage nach, ob die gegenwärtige Netzentgeltsystematik heute noch zeitgemäße und faire Entgelte gewährleisten kann. Die Untersuchung zeigt dabei vielfältigen Reformbedarf auf. Untersucht werden die vertikale und horizontale Kostenwälzung, der Kreis der Entgeltschuldner sowie die Entgeltbildung und Tarifstrukturen der StromNEV.
