Auf dem Weg positionieren sie sich neu und verweigern sich bisher einer Einbeziehung in eine erneute Aufteilung der Welt in Machtblöcke. Sie sind dagegen bestrebt, Kooperation auf neue, multilaterale Grundlagen zu stellen.
