englischHow an efficient framework for dynamic telecommunications markets should be structured has become one of the most vividly debated questions of regulatory policy in recent times. The present study on the efficient regulation of dynamic markets addresses this question from an economic and a legal perspective. The book analyzes the competitive mechanisms in telecommunications markets and their efficiency in order to derive basic principles for a dynamically efficient regulatory system.

In addition the authors analyze institutional safeguards for such a regulatory system, taking into account the underlying political economy of regulation. Effects of potential competition between regulatory systems are discussed as well as criteria for an economically efficient division of competencies between the EU and its member states.

The integrated legal expertise gives an overview over the EU Commission"s current practice within the so-called consolidation process, and it also discusses problems associated with the new regulatory framework and its implementation in Germany. Moreover, it is analyzed which changes to the legal framework would be required to implement the proposed changes developed in the present study.
