We do not have the genuine European policy that we expected from the official discourse calling for a “common voice” on external energy policy; yet the political need for this is evident in light of several energy crises. The author explores the reasons for this and whether the current external energy policy could actually function. She offers her recommendations, based on solid analysis, to political actors with the aim of making successful policy a reality. The author’s extensive primary source research and numerous interviews with key decision makers provide deep insights into the black box of Brussels decision making processes to make European external energy policy more transparent. The book brings a theoretical approach to this new area of research in political science, successfully combining theory with political practice.
Eine Energieaußenpolitik für die Europäische Union wurde in den letzten Jahren zunehmend gefordert. Empirisch hat sich jedoch bisher nicht in dem Maße eine eigenständige europäische Politik herausgebildet, wie es sowohl die offiziellen Forderungen in der Energieaußenpolitik „mit einer gemeinsamen Stimme zu sprechen“ als auch die außenpolitische Notwendigkeit vermuten ließen. Die Autorin fragt nach den Gründen und inwiefern die Energieaußenpolitik im status quo tatsächlich funktionieren kann. Auf der Grundlage ihrer ausführlichen Analyse gibt sie Handlungsempfehlungen für politische Akteure, damit eine erfolgreiche Politik gelingen kann. Die intensive Auseinandersetzung mit Primärquellen und die zahlreichen Interviews mit Entscheidungsträgern erlauben tiefe Einblicke in die black box der Brüsseler Entscheidungsinstanzen und lassen die europäische Energieaußenpolitik transparenter werden. Durch den theoriegeleiteten Zugang an dieses neue politikwissenschaftliche Forschungsgebiet stellt die Arbeit eine gelungene Verknüpfung zwischen Theorie und Praxis dar.
