Civil society responsibility in development cooperation is being borne by a heterogeneous array of players and their motives. However, who is determining the development policy agenda in this complex multilevel system? Are financial contributions from the state compromising the independence of NGOs when they are organising their involvement in development policy? Civil society players need to reflect on their involvement in this regard (self-)critically, and ask themselves what they want to attain and what they can realistically achieve.
