englischThe entire system in the field of development policy, along with its juxtaposed and yet cooperative state and civil society players, finds itself under pressure to justify itself. Civil society responsibility in development cooperation is being borne by a heterogeneous array of players and their motives. However, who is determining the development policy agenda in this complex multilevel system? Are financial contributions from the state compromising the independence of NGOs when they are organising their involvement in development policy? Civil society players need to reflect on their involvement in this regard (self-)critically, and ask themselves what they want to attain and what they can realistically achieve.
Das entwicklungspolitische Gesamtsystem mit seinem Nebeneinander und Miteinander staatlicher und zivilgesellschaftlicher Akteure steht unter Rechtfertigungsdruck. Zivilgesellschaftliche (Mit )Verantwortung in der Entwicklungszusammenarbeit wird von einem heterogenen Akteurs-Spektrum und deren Motiven getragen. Aber wer bestimmt in dem komplexen Mehrebenen-System die entwicklungspolitische Agenda? Beeinträchtigen staatliche Finanzzuwendungen die Unabhängigkeit von Nichtregierungsorganisationen bei der Gestaltung ihres entwicklungspolitischen Engagements? Zivilgesellschaftliche Akteure müssen ihr Engagement (selbst )kritisch reflektieren und sich der Frage stellen, was sie bewirken wollen und realistischerweise erreichen können.
