englischIntercantonal agreements are readily used in Switzerland for solving political problems. The participation of cantonal parliaments in intercantonal agreements is often criticised as being insufficient. With regard to all 26 Swiss cantons, this book analyses whether or not, and how, the inclusion of legislative power is regulated, and describes (also with illustrations) the participation process during intercantonal agreement negotiations. The book focuses on depicting the legislative process in theory and its actual implementation in practice. Several politically important and controversial intercantonal agreements are examined in detail to investigate the contribution of legislative power. A survey, in which over 380 members of cantonal parliaments took part, provides an overview of how the members of parliament judge cantonal working relationships in general, and the discussed intercantonal agreements in particular. The analysis is complemented by a comparison with German and Austrian federal states directly adjacent to Switzerland and with the Principality of Liechtenstein.
