englischThe importance of the federal state organisation of the German Empire from 1871 has not been studied adequately in historical research. Referred to as a part of pseudo-federalism, the Bundesrat was always distinguished from the Reichstag, Chancellor and Emperor as a rather insignificant constitutional body. So focus was not placed on the federal intermediation of interests. Based on the policy area of food regulation, this book provides new information about multilevel governance and tries to explain the development of federalism. Combining historical and political science research methods, it examines legislative processes relating to wine, butter and meat to represent the changes in political processes and structures that occurred.
