englischThe financing of terrorism is global, such as the financial market law against it. In order to shape this global legal level in a more balanced way, the dissertation develops criteria by means of core legal principles and a legal comparison. The Financial Action Task Force (FATF) sets and enforces global norms against terrorist financing. This informal international institution and its non-binding legal instruments which are nonetheless highly influential can be aligned to core principles of law. Essential criteria are, for example, the establishment of institutionalized mechanisms for participation, the limitation to security-related aspects and the enhancement of data protection within the cooperation of agencies. The underlying legal theory is the so-called public law approach to the exercise of international public authority. Methodologically, a legal comparison between Germany, France, the EU and the US is utilized to develop the criteria for the global legal level.
