englischThis interdisciplinary volume combining contributions from scientists and practitioners deals with the entire spectrum of problems in the field of terrorism financing and counter measures. To begin with, challenges arise because there is no broad consensus on how to define terrorism and because the mechanisms of financing terrorism are hard to detect. As a global phenomenon terrorist financing requires global counter measures. Counter-terrorist financing measures, actors and networks can be understood as a special area of the emerging global law. Global Law still has to be analyzed and elaborated in many respects. The contributions in this volume discuss the respective fundamental as well as detailed questions with regard to the fight against the financing of terrorism. They comprise deliberations on appropriate theoretical approaches to describe global law, on the development and implementation of global rules and standards as well as on global actors and networks, on the role of the Financial Action Task Force and its recommendations, on the surveillance of financial transactions and on the networks of security agencies, on the sanctions regimes via listing persons, groups and entities and on the shortcomings of counter-terrorist financing with view to regulation, legitimation, human rights or remedies.
The authors are legal, economic and political scientists as well as former practitioners of a national Financial Intelligence Unit and of the EU Commission.

Dieser interdisziplinäre Sammelband mit Beiträgen aus Wissenschaft und Praxis setzt sich mit dem gesamten Spektrum der Probleme in den Bereichen der Terrorismusfinanzierung und der Terrorismusfinanzierungsbekämpfung auseinander. Besondere Schwierigkeiten entstehen bereits deshalb, weil es keinen übergreifend-umfassenden Konsens darüber gibt, was unter Terrorismus zu verstehen ist, und weil die Mechanismen der Terrorismusfinanzierung schwer zu erfassen sind. Als globales Phänomen verlangt Terrorismusfinanzierung nach entsprechenden Gegenmaßnahmen. Die global angelegte und vernetzte Terrorismusfinanzierungsbekämpfung ist daher ein Referenzgebiet für das sich zunehmend herausbildende globale Recht. Globales Recht ist in vielfältigen Hinsichten noch analyse- und ausarbeitungsbedürftig. Die Beiträge erörtern dies mit Blick auf die weltweiten Maßnahmen gegen Terrorismusfinanzierung im Grundsatz ebenso wie im Detail. Dazu gehören Überlegungen zu den passenden theoretischen Ansätzen zur Beschreibung globalen Rechts, zur globalen Normsetzung und -umsetzung oder zu den Akteuren und Netzwerken, zur Rolle der Financial Action Task Force und ihrer Empfehlungen, zur Überwachung von Finanztransaktionen und zur Vernetzung der Sicherheitsbehörden, zu den Sanktionsregimen mittels Terrorlisten und zu Regelungs-, Legitimations-, Menschenrechts- oder Rechtsschutzdefiziten.
Die Autor/inn/en sind Rechts-, Wirtschafts- und Politikwissenschaftler/innen sowie ehemalige Praktiker einer nationalen Financial Intelligence Unit und der EU-Kommission.
