This study starts with an analysis of the reasons for and the status quo of cross-border cooperation in the promotion of renewable energies. When evaluating the compatibility of national support schemes with the free movement of goods under Art. 34 of the TFEU, it discusses the current problems of cross-border support schemes. On that basis, the author develops and analyses possible elements of increased cross-border promotion of renewable energies, in particular the principle of reciprocity and physical electricity imports. Subsequently, these elements are evaluated in terms of their compatibility with the free movement of goods and the legal competences of the EU to introduce a corresponding future legal framework.
