englischAs a result of increasingly complex regulations, which are often influenced by provisions under European law and international rules, having an effect on daily life, citizens affected by them tend to look for a cost-efficient, fast and reliable form of legal consulting. In this regard, individuals often discover the benefit of membership of a public sector organisation that allows them to use its legal consulting service, which it can offer as part of its autonomy rights. This legal consulting for members (and non-members) involves liability risks for those organisations, which arise if they go beyond the legal framework of consulting services or if they offer legal advice in fields of law they are not familiar with. This thesis deals with these issues, while showing how to limit liability for public sector entities using the example of state organisations as an element of functional autonomy.
