englischBehind the lack of general practitioners in rural areas, the challenge of a stronger regionalized health care exists. The central idea of the study is to open up leeway for arrangements at the municipal or the state level within the fields of prevention, curative medicine (with the sectors of ambulant care and hospital care), rehabilitation and nursing de lege lata and de lege ferenda. The assignment of certain competences to the municipal or the state level proves to be functional, if it better meets the requirements of a high quality, comparable and economical health care. The structural interlocking is described across all fields as a coordinating task, which should be assigned to the municipalities on the city and district level.

The study was sponsored by the Robert-Bosch-Foundation, which has been preoccupied with the subject for years under the rubric “Future Questions of Health Care”.
