englischThis thesis analyses the legal stipulations regarding costs in the regulation of electricity grid charges according to the Energy Industry Act (EnwG), the Electricity Grid Charges Ordinance (StromNEV) and the Incentive Regulation Ordinance (ARegV). It focuses on the efficiency cost criteria stipulated in section 21 (2), sentence 1 of the Energy Industry Act (EnWG) as well as on the legal structure of individual types of costs, especially operating costs, imputed depreciation and the imputed cost of equity capital.

In the introduction, the author discusses the general principles of regulatory economics and the basic legal requirements in the regulation of electricity grid charges. Following his analysis of the substantive rules on the acceptance of costs, he discusses aspects of legal protection against decisions made by the public authorities and the scope they enjoy in making binding decisions.

This thesis provides an introduction to the principles of cost verification in regulatory law and provides an overview of and comments on numerous questions related to the regulation of costs.
