englischWith empathy for the chasm between fundamental social rights and social reality, this study demonstrates there is an urgent need for transgressive cultural transformation of the logic behind care policy. The experience of social exclusion during the COVID-19 pandemic shows us that the landscape of care must be transformed to create a new, radical vision of future social policy according to the paradigm of deinstitutionalisation. The alternative is the idea of caring communities: the development of social capital as supporting systems of social networks in local spaces in the context of regional infrastructures.
Die interdisziplinäre Analyse zieht aus der Corona-Krise die grundrechtstheoretisch fundierte Konsequenz, dass der Fokus der zukünftigen Gesellschaftspolitik mit Blick auf die Lebensqualität im Alter die Entinstitutionalisierung des Wohnens sein muss. Die im Sozialraum integrierten Formen des Wohnens im Quartier sind die humangerechte Alternative. Daher muss auch der Gewährleistungsstaat radikale Konsequenzen ziehen: Er kann nicht nur im Qualitätsmanagement passiv auf Marktversagen reagieren: Er muss aktiv soziale Innovationen vorantreiben, um Alternativen zum Heimsektor zu ermöglichen, um die Kultur der sozialen Praktiken der Ausgrenzung als Mechanismen strukturelle Gewalt zu überwinden.
