englisch‘Necessity knows no law’. Obviously Germany’s security federalism is using this principle in current state practice. The author analyses the development of mutual support missions of federation and federal states and their behavior during the years 2000 to 2012. When mirroring budgetary and personnel policy in the field of police a misuse of the state-keeping constitutional federal fidelity became obvious. The principle is almost overwrought to compensate capability and capacity gaps at the expense of less federal members. Experts from the Federal Ministry of the Interior, the Federal Police and the Federal Riot Police support the results and the need for action. Without countermeasures, the security federalism approaches in the area of police crisis management becomes close to a permanent state of emergency. To fight against the basic law does not provide precautions and thus endangers the internal security of Germany.
