englischDespite the insistence in interpretive policy analysis that the discursive construction of problems must be understood in terms of its historical and spatial context, it remains an open question how cities provide such a context. We argue that cities as a distinct form of sociation enable certain (discursive) actions, while restricting others. Taking both the interpretive policy analysis’ interest in the social construction of political reality and holistic concepts of approaching the distinctiveness of cities as starting points, we scrutinize how the cities of Frankfurt/Main, Dortmund, Birmingham and Glasgow provide distinct contexts for the construction of local policy problems.
Die interpretative Wende in der Policy-Forschung mit ihrem Interesse an der kontextgebundenen Konstruktion von Problemen hat in der lokalen Politikforschung bislang kaum Einzug erhalten. Von der Stadt als narrativem Resonanzboden auszugehen, vor dessen Hintergrund politische Probleme auf spezifische Weise diskursiv konstruiert werden, ist bisher allenfalls eine randständige Forschungsperspektive. Die Monographie folgt der Annahme, dass jede Stadt einen distinkten Sinnhorizont konstituiert, und rekonstruiert in städtevergleichender Perspektive, inwiefern kollektiv verfügbare Deutungsmuster die Erzählungen zu lokalen Problemen strukturieren. Was wird wie als Problem der Stadt thematisiert und was sagt die Art der Problemthematisierung über die jeweilige Stadt und ihren politischen Raum aus? Mittels eines interpretativen Vergleichs der Problemdiskurse in Frankfurt, Dortmund, Birmingham und Glasgow kann gezeigt werden, dass sich die untersuchten Städte in ihren Problemdiskursen maßgeblich unterscheiden und dass eine Stadt über je spezifische Deutungsmuster verfügt, die lokale Problemerzählungen strukturieren.
