englischTechnology is a dominant aspect of our cultural and political reality. It produces factual constraints but also real or putative ‘no alternative’ dilemmas for political/public actors in their decision-making processes with very limited advance warning time. This is an increasing challenge for German society, which is in a process of transforming its ‘electoral democracy’ into new models to create a ‘participation democracy’. We need a forward-thinking culture of dispute and constructive debate that includes new concepts of public decision-making. Finding goals in a time in which culture is rapidly and fundamentally changing is a major problem for our open society which is bound by law and other formally effective rules to fulfil the task of public decision-making. We are facing new threats to the cultural identity of territorial and virtual communities and, last but not least, to individual security.
Die Technik hat sich in unserer Zeit zu einem dominierenden Aspekt unserer kulturellen und politischen Realität entwickelt. Sie erzeugt mit sehr kurzer „Vorwarnzeit“ Sachzwänge und reale, aber oft auch nur vermeintliche „Alternativlosigkeiten“ für die politischen und gesellschaftlichen Entscheidungsträger. Wie bezieht die deutsche Gesellschaft dies in die langfristige Zielfindung und in die Entscheidungen der „Handlungswelt“ ein? Dies wird zunehmend zu einem Grundproblem für eine friedliche Diskurs-, Streit- und Entscheidungskultur angesichts der Tendenz, die „Wahldemokratie“ in eine „Mitbestimmungsdemokratie“ fortzuentwickeln. Das ist einerseits verbunden mit positiven neuen Paradigmen für den globalen kulturellen Austausch, führt aber andererseits zu neuen Bedrohungen für die kulturelle Identität von territorialen oder virtuellen Wertegemeinschaften und nicht zuletzt für die individuelle Sicherheit.
