englischHistorically, terrorism is not a new phenomenon. Since the 1970s at the latest, its various forms have posed a challenge to the liberal states of Western Europe. These states have been defending themselves against ever-new dimensions of this threat, not only by increasing security measures in public spaces (such as concrete barriers to prevent the misuse of vehicles to kill civilians), but an “armament” takes place in the field of law as well. In view of current and far-reaching changes in law on both a national and international level, it is time to pause and take stock: Are liberal democracies losing their freedom, which is constitutive for these states, in the face of terrorist threats and an intensified internal security policy? The contributions to this volume address this question from a legal and historical perspective. They deal with historical constellations and experiences, as well as the current legal situation in Germany, Spain and France, thus paving the way for an interdisciplinary and comparative examination of this problem.
