englischSocial, political, and economic changes that are particularly induced by migration, increasing European integration, and globalization have left their mark on social law and access to social benefits. Ibrahim Kanalan’s thesis ties in with this empirical evidence and deals with the question of the foundations and transformation in social law and social citizenship in Germany, and thus with the changes of criteria of access to social benefits. In this sense, the study asks basically the core question regarding the welfare state: Who are or should be the benefiters of the social welfare state? This principal question is explored from international and European legal perspective, including the historical aspects.
