Ibrahim Kanalan’s thesis ties in with this empirical evidence and deals with the question of the foundations and transformation in social law and social citizenship in Germany, and thus with the changes of criteria of access to social benefits. In this sense, the study asks basically the core question regarding the welfare state: Who are or should be the benefiters of the social welfare state? This principal question is explored from international and European legal perspective, including the historical aspects.
Gesellschaftliche, politische und wirtschaftliche Veränderungen, die insb. durch Migration und Flucht sowie durch zunehmende europäische Integration und Globalisierung verursacht wurden, haben im Sozialrecht Spuren hinterlassen. Die Habilitationsschrift von Ibrahim Kanalan setzt an dieser Stelle an und befasst sich mit der Frage nach den Grundlagen und Veränderungen sozialrechtlicher Zugehörigkeit und mithin mit Kriterien des Zugangs zu Sozialleistungen. Die Schrift stellt nichts Geringeres als die Kernfrage des Sozialstaats: Welchen Personen gegenüber besteht sozialrechtliche Verantwortung des Staats? Diese Kernfrage der Arbeit wird aus historischer Perspektive unter Berücksichtigung des internationalen und europäischen Rechts beantwortet.
