The normative concept of a responsibility to protect (R2P), adopted by the United Nations in 2006, attributes that responsibility to states and international organisations. Since then, recurring controversies have indicated a lack of consensus regarding the understanding and consequences of the R2P as well as its ethical foundations. Are there reasons for protecting people that might be accepted across different cultures? This book examines the attribution of responsibility in this respect within the scope of the R2P and proposes a starting point for cross-cultural ethical discussions.
