englischSub-legislative standards are indispensable for the enforcement of environmental law. However, scientific knowledge is not being integrated fast enough into the applicable law, and informal provisions are becoming increasingly important. These include the papers of the expert committees of the Conference of ministers of the environment, which can be categorised as administrative cooperative standards. Based on an examination of their substantive concretising effect, the work overcomes the argument of a merely factual mode of action. In this way, a legal dogmatic containment is achieved and the constitutional limits of informal concretisation of the law are explored. As a result, it is shown what role the administrative courts play in the legally secure reception of cooperative administrative standards and how participation in the standard-setting process can succeed.
