englischThis study presents a systematic comparison between the inter-administrative structures and processes in ten international multilevel systems. Thus, the study provides insights into the relationships between administrators at different levels of governance. For this purpose, a top-down perspective on the forms of coordination between the administrations is adopted, focusing particularly on the activities of the international administrations. Empirical findings suggest that IPAs are active policymakers who adopt different roles and approaches in their relationship with national administrators, while strategically pursuing their goals. They are involved in complex contexts and are dependent on cooperative and communicative strategies of coordination. The author engages in research into comparative federalism and in debates on multilevel governance and the concept of multilevel administrations.
