This empirical cultural analysis explores how the program influences this process and pro-vides answers to the questions of who/what/how/when “Europe” is and how the Union maintains this construct. In doing so, it elaborates how this Europe manifests itself in virtual spaces, but also in concrete places and at specific times, and how European culture can emerge in the process.
