For the (de-)centralised federal administration in Germany, starting from the core administration (e.g. ministries, offices, etc.) or public corporations, up to mixed-economy institutions, the following credo applies:
"The more decentralised the institution, the more autonomous the management."
This raises the question of whether there are different or specific problem areas in communication management for each type of institution and how these are related to the degree of autonomy?
Für ein erfolgreiches Kommunikationsmanagement sind die „Individualisierung“ und „Differenzierung“ von spezifischen Rahmenbedingungen einzelner Institutionentypen mehr als essenziell.
Für die (de-)zentrale Bundesverwaltung in Deutschland — ausgehend von Kernverwaltung (z. B. Ministerien, Ämter, etc.) oder Körperschaften des öffentlichen Rechts bis hin zu gemischtwirtschaftlichen Institutionen — gilt das Credo: „Je dezentraler die Institution, desto autonomer das Management."
Demnach stellt sich die Frage, ob es nicht für jeden Institutionentypus auch unterschiedliche bzw. spezifisch geartete Problemfelder im Kommunikationsmanagement gibt und wie diese mit dem Autonomiegrad zusammenhängen?
