However, they raise constitutional problems, because the constitution allows expropriations only for the common good. In her dissertation, the author answers the question of whether expropriations in favor of private parties can also permanently serve the public good. In doing so, she examines constitutional parallels and differences in comparison to expropriations in favor of sovereigns. She shows that expropriations in favor of private parties entail specific risks for the pursuit of the common good and demonstrates that these risks cannot be adequately addressed by legislative or administrative measures.
