englischThe need for reform of the heritage protection law has been recognized for a long time. In order to avoid disputes, new theory of heritage conservation dispenses with the top-down model. Through the development of governance, the theory of heritage conservation can be better implemented in the administrative system. Correspondingly, the concept regulatory structure serves as a jurisprudential response to governance. A suitable regulatory structure should lead to the diversity of heritage conservation. In consideration of sustainable heritage conservation, the thesis focuses on bridging the gap between governance and public law.
