englischThis volume offers a comprehensive analysis of the revised procedural law for transmission network expansion. After the events of Stuttgart 21 and Fukushima, the promotion of public acceptance and procedural efficiency are the primary (and yet contrary?) objectives for the legislator in the context of the German turnaround in energy policy. Increased public participation is seen as a crucial factor in this regard.

The author analyses the different forms and functions of public participation and carves out the underlying political concept for each procedural stage. Implementation deficiencies are identified and met with corresponding amendment proposals. The European TEN-E regulation No. 347/21013 introduces further requirements on a European level. The study analyses the conformity of the national procedural law with the regulation and proposes concrete solutions for the harmonization of the various rules of procedure.
