englischIn public administration, the culture of reason is divided into the rationality of ends and means and the rationality of subsumption. This dualism makes it possible to develop preferences for one form of rationality. By contrasting managerialist administration in the USA and legalist administration in Germany, this study compares exponents of such preferences in their development. For complementary rationalities, the juridification of the administrative process in the USA and the legal institutionalisation of the principle of economics in Germany should be emphasised. The book also discusses concepts of complementary rationality, the limits of rationality, system rationality and the transfer of ideas, plus managerialism in legalism.
