englischThe impact of administrative culture on politico-administrative processes is subject of investigation in administrative sciences. Traditionally the investigation focuses on the national level. National characteristics and differences are in the centre of scientific interest.
Surprisingly, the European dimension of administrative culture has been neglected so far. However, with the continuous economic and political integration the question of a specific European administrative culture arises almost naturally. The publication therefore treats the following matters:
Which characteristics mould the European administrative culture? Which patterns of administrative culture can be observed in the bilateral and cross border cooperation? How do national and supra national systems of administrative culture interact? Which standards form the European system of administrative culture?
The publication presents the results of a conference that had been organized in Strasbourg by the German Section of the International Institute of Administrative Sciences, the Council of Europe, the University for Applied Administrative Sciences in Kehl, the Euro-Institute and the Pôle Européen d’Administration Publique de Strasbourg (PAP).
Der Einfluss der Verwaltungskultur auf politisch-administrative Prozesse ist schon lange Gegenstand der verwaltungswissenschaftlichen Forschung. Der Untersuchungsgegenstand wird dabei traditionell aus einem nationalen Blickwinkel betrachtet, häufig geht es gerade um die nationalen Charakteristika und Unterschiede der Verwaltungskultur.
Der europäischen Dimension der Verwaltungskultur wurde demgegenüber keine Beachtung geschenkt. Mit der ökonomischen und politischen Integration Europas rückt jedoch auch das Phänomen einer spezifisch europäischen Verwaltungskultur in den Vordergrund. Dabei geht es um folgende Fragestellungen:
Welche Spezifika kennzeichnen die europäische Verwaltungskultur? Welche verwaltungskulturellen Muster lassen sich in der bilateralen und grenzüberschreitenden Zusammenarbeit beobachten? Welches sind die Wechselwirkungen zwischen nationaler und supranationaler Verwaltungskultur? Welche Standards prägen das europäische verwaltungskulturelle System?
Der Band präsentiert die Ergebnisse einer von der Deutschen Sektion des Internationalen Instituts für Verwaltungswissenschaften in Zusammenarbeit mit dem Europarat, der Verwaltungshochschule Kehl, dem Euro-Institut sowie dem Pôle Européen d’Administration Publique de Strasbourg (PAP) in Straßburg organisierten Tagung.
