englischFollowing the failed peace operations of the early 1990s, the United Nations (UN) initiated a change in strategy. Henceforth, the protection of civilians was also to be enabled by more robust intervention. This change, however, did not imply a rejection of external democracy promotion as an overall political strategy. The first part of the book shows that UN political-operational guidelines rather suggest a new approach to democracy promotion that implies turning away from elections as a key event. The analysis of the peace operation in Côte d'Ivoire in the second part, however, reveals a divergence between aspiration and reality: de facto, there has been no shift away from the focus on elections.
