englischCurrent legislative processes in the field of labour and social affairs show considerable differences during the course of the process. This applies to the role of actors from the Bundestag, parties and the responsible ministry, the inclusion of associations and experts from the scientific community, the media coverage and the shape of parliamentary debates. Based on case studies on the reform of the labour market policy instruments, the determination of unemployment benefit and the introduction of the education and participation package as well as the introduction of the minimum wage differences of policy formulation are analysed. Dominant interaction patterns which are characterised by cognitive and normative knowledge stocks are identified. As an explanation of these patterns, the relevance of target groups and the kind of policy change are investigated.
